Audio Streaming

I wish to make a VB app that streams audio to other PCs. It's a music player of .wav and/or .mp3 songs that the server loads up from the local HD and streams these sounds to other apps running on other PCs.

How do I get started with this? What do I need and how to code and what do I use (meaning do I use winsock or something else)?
